The Dam or flank wall proposed to be formed in the first instance should be of masonry, which may form the foundation for a larger dam to be ultimately constructed. From this preliminary dam, a conduit would start, by tunnel, in a direct line to the "Happy Valley" above East point, and contour the land immediately above the City of Victoria. The tunnel will be in rock, and for the most part will not require any masonry lining; it will preserve the water cool, pure, and free from contamination.
It will be shorter than a conduit round the face of the land by about two thirds, so that the cost will not much (if any) exceed the cost of an open conduit.
